It starts in the South Pacific where the Philippines has signed an historic peace plan with its largest rebel group the Moro Islamic Liberation Front. Under the terms of the agreement an autonomous Muslim region called Bangsamoro will be set up in the south of the mostly Catholic country. Further challenges lie ahead mind you. The peace plan is considered a framework meaning both parties have until the end of the year to hammer out the specific details. A senior arbitrator summed up the historic moment saying quote The time has come for us to choose the moral high ground. After four decades peace is within reach.Although the U.S. has long been credited for placing tough economic restrictions on Iran the E.U. is now stepping up to the plate. Foreign Ministers from several European nations are descending on Luxembourg to announce a fresh round of sanctions against the Middle Eastern state. With more here_s Laura Connor. Victoria diplomats say the sanctions will place even heavier constraints on trade banks oil and natural gas imports with exceptions only being made in the case of medicine and other humanitarian aid. Previous rounds of international sanctions have already caused Iran_s currency - the rial- to lose 80 percent of its value since the beginning of this year. Because of this analysts believe Iran will be under insurmountable pressure to scrap its controversial nuclear program. And in Afghanistan authorities destroyed a massive haul of illegal narcotics. 24 tons of heroin hashish opium and alcohol were set ablaze outside of Kabul. And although this represents one of the country_s largest amounts of contraband even more impressive is the amount of accompanying arrests. A staggering 907 suspects have been detained in connection with the seizure. I_m Victoria Sinclair welcome. American authorities are one step closer to capturing those responsible for the US consulate attack in Benghazi. Libyan officials have singled out one man believed to be the leader of the group behind the assault. Eila Adams has more on this story and joins us now with the latest. Vic according to Libyan authorities witnesses at the scene say that Ahmed Abu Khattala was the man leading the charge. Khattala is a prominent figure of a militant group based out of Benghazi called Ansar al-Shariah. The group has many of the same puritanical and anti-western views as Al Qaeda. Libyan police have yet to bring Khattala in for questioning however. Vic US officials acknowledge that they_ve got their eye on Khattala but still aren_t convinced that the attack was orchestrated by just one man.So if the Libyans are so confident of his involvement why haven_t they brought him into custody yet?For one thing the newly elected government there is still pretty shaky. Plus the military and police force aren_t exactly organized which makes it tough to coordinate operations. Well I_m sure if the Americans decide he_s their man they_ll take care of things themselves much appreciated Eila.The Libyan attack is unfortunately not the only terrorist activity on our radar today. A shocking story has emerged from New York City where a suspected terrorist attempted to detonate a thousand-pound bomb in front of the Federal Reserve building in Manhattan. Luckily the FBI was able to thwart the plot. Katherine Curtis has been following this developing story. What_s the latest KatVic a 21-year old Bangladeshi man has been arrested after attempting to blow up the building during morning rush hour. came to the US in January on a student visa. After arriving in New York City he allegedly tried to reach out to members of Al-Qaeda but instead contacted an undercover FBI agent. The feds tracked Nafis for months eventually supplying him with faulty explosives loaded into a cargo van. Authorities nabbed him right after he tried to detonate the bomb. They say there was never any risk to the public Vic.It_s quite the story Katherine. Thanks for the update Kat.We_ll wrap up this first look at today_s Naked News in a Manhattan courtroom where an Iranian man has pled guilty to plotting the assassination of a Saudi Arabian ambassador on US soil. 58-year old Manssor Arbabsiar a used car salesman living in Texas tried to hire an undercover DEA agent posing as a Mexican drug cartel member to carry out the attack.According to prosecutors Arbabsiar was working under orders from the Iranian military. He offered the undercover agent one-and-a-half million dollars to carry out the hit. The plot involved bombing a Washington area restaurant as well as the embassies of Israel and Saudi Arabia. Arbabsiar_s sentencing will take place on January 23rd. His charges carry a maximum sentence of 25 years behind bars. We_ll be right back.

Our coverage today begins in the US where ten banks have struck a massive settlement with federal regulators for wrongfully foreclosing on millions of homeowners in the wake of the 2008 financial crisis. While the mortgage-abuse agreement should benefit many citizens nationwide some still feel that the banks may have gotten the better end of the deal. There_s lots to cover so let_s turn things over to Eila Adams with all the details. What_s going on Eila.EA) Vic 8.5 billion dollars - that_s the amount Bank of America JPMorgan Chase Wells Fargo and a handful of other financial institutions will pay to settle charges on a number of mortgage violations. 3.3 billion of that figure will go to homeowners and END reviews of controversial foreclosures. The other 5.2 billion will be put towards mortgage bills and the outstanding principal on home sales. An estimated 400-thousand homeowners will be eligible for restitution payments.And in a separate deal Bank of America has agreed to pay 10.3 billion to US government mortgage agency Fannie Mae. The money is compensation for mortgage-backed investments that went bad during the housing crash. 3.6 billion will go directly to Fannie Mae with Bank of America buying back around 30-thousand loans worth 6.75 billion dollars.EA) Despite the huge sums being paid out Vic consumer advocates aren_t happy about this deal.VS) And why exactly is that Eila? EA) Well if you take the 3.3 billion being paid out directly to home owners and divvy it up it works out to around 865 dollars per person. VS) It_s not exactly a proper reimbursement for losing your home is it? EA) Not at all. On top of that critics call the settlement a get out of jail free card. Rather than having each of the foreclosures looked at individually by investigators they all just get swept away.
